Investors outside Nigeria will be able to seek shares in Dangote Petroleum Refinery’s planned IPO through channels serving foreign and diaspora buyers, including Daba Finance. The refinery is offering 4.1 billion shares at ₦525 each, or about $0.40, in a sale that could raise about ₦2.15 trillion. The minimum application is 10 shares, costing ₦5,250.

The offer is scheduled to run from September 14 to October 13, with trading expected to begin on the Nigerian Exchange after allotment. Dangote has said it wants participation from Nigerians, the diaspora and investors elsewhere in Africa. The company is targeting millions of shareholders as it opens ownership of the refinery to the public.

Daba provides Nigerian-market access to eligible international investors through a distribution arrangement with Coronation, a leading financial services group in Nigeria. Coronation Securities is regulated by Nigeria’s Securities and Exchange Commission. Daba says users accessing the offer through its international channel will not need a Nigerian bank account, BVN or personal CSCS account. Eligibility still depends on rules in each investor’s country of residence.

The offer has also been assessed as Shariah-compliant. Buraq Capital reviewed the refinery under a methodology based on AAOIFI standards and found its business and financial ratios within the required limits. Interest-bearing borrowings were 13.995% under the assessment, while non-permissible income represented 0.3564%.

Investors using Daba must complete KYC and register their interest before applying when subscriptions open. Expressing interest does not reserve shares or guarantee an allocation. Final allocations will be determined under the IPO process.

The Dangote IPO is notable for international investors because access to Nigerian securities has often required local banking, brokerage and identification infrastructure. A foreign investor would normally need a broker able to handle non-resident accounts, documentation for bringing capital into Nigeria and a process for moving dividends or sale proceeds back out. Daba’s structure with Coronation is designed to handle those local-market steps for eligible users, including documentation linked to capital importation and future repatriation. That lowers an access barrier, but it does not remove investment risk. The shares are priced in naira, so an investor outside Nigeria will have exposure to both the refinery’s share price and movements in the Nigerian currency. A gain in the stock can be reduced if the naira weakens against the investor’s home currency, while a stronger naira can add to returns. Investors also need to assess the refinery itself. Dangote plans a $14.3 billion expansion to double capacity to 1.4 million barrels a day by 2029, creating funding, crude-supply and execution risks. For international buyers, the IPO therefore solves part of the access problem. The remaining decision is whether the price, currency exposure and refinery outlook justify investing.
