Dangote Refinery Extends IPO to East African Investors

TLDR
- Dangote Petroleum Refinery is extending its $1.6 billion IPO to investors in East Africa.
- Kenya and Uganda's capital market authorities have approved the offering for local participation.
- The move aims to raise up to $300.4 million from the region for the refinery's capacity expansion.
Dangote Petroleum Refinery is extending its initial public offering (IPO) to include investors across East Africa. This strategic move follows recent approvals from the Capital Markets Authority in both Kenya and Uganda. The company originally launched its significant IPO in September, with the aim of broadening investor participation beyond its home market.
Kenyan investors can now access the offering through a global depository receipt, which received formal approval from Kenya's Capital Markets Authority. Renaissance Capital Kenya, in collaboration with its Nigerian counterpart Renaissance Capital Africa, will facilitate this access. Kenya's regulator also approved at least seven other licensed firms to work with Nigerian counterparts. Uganda's Capital Markets Authority granted approval for the promotion and sale of Dangote Refinery securities to local investors, following an application submitted by Stanbic IBTC Capital.
The refinery is making nearly 20% of its substantial $1.6 billion IPO available to investors in the East African region. This specific allocation could potentially raise as much as $300.4 million if the full offer is taken up by regional investors. The Dangote Petroleum Refinery operates Africa’s largest single-train crude-processing facility in Nigeria, currently boasting a capacity of 700,000 barrels per day.
This expansion provides investors outside Nigeria with a crucial additional route into Dangote Refinery’s public offering, which the company has positioned as a major opportunity for African investors. The transaction is expected to become one of Africa's largest share sales, offering a chance for regional participation in a significant industrial asset. For Dangote Petroleum Refinery, widening the investor base helps achieve its fundraising goals and reinforces its pan-African investment appeal.
The IPO, which commenced in September, is part of a broader plan to raise funds specifically for the refinery's ambitious capacity expansion. Dangote Industries aims to increase the refinery's processing capacity from its current 700,000 barrels per day to an impressive 1.4 million barrels per day. The company has consistently described the offering as a “people’s IPO,” emphasizing its commitment to broad public ownership and regional economic development.
