International fuel companies operating in Madagascar have warned that the country's plan to nationalize fuel imports could expose distributors and major customers to sanctions if the new state-owned importer purchases oil from restricted suppliers.

Madagascar's parliament approved legislation on July 1 establishing a state-owned oil company that will oversee fuel imports, ending a system that has been managed by the Groupement Pétrolier de Madagascar (GPM) for more than 25 years. The industry group includes units of TotalEnergies, Vitol, Rubis Energie and Axian Group, which have coordinated import tenders since the country's oil sector was privatized in 1999.

In a position paper seen by Bloomberg, GPM members warned that the new entity could source petroleum products from suppliers subject to international sanctions, potentially creating legal and commercial risks for distributors, logistics providers and customers using the fuel. The document said companies operating in Western markets, including airlines such as Air France-KLM and mining groups linked to Rio Tinto and Korea Mine Rehabilitation & Mineral Resources Corp., could face compliance challenges if sanctioned oil entered their supply chains.

The policy shift comes as Madagascar strengthens ties with Russia following last year's military takeover. Prime Minister Mamitiana Rajaonarison previously said the government was considering developing oil storage infrastructure with Russian support, while President Michael Randrianirina has expanded diplomatic and security cooperation with Moscow. Although Madagascar consumes only about 1 million metric tons of petroleum products annually, its location along the Mozambique Channel makes it strategically important for global shipping and regional fuel distribution.
