Senegal Receives $151 Million for Digital Transformation

Senegal has secured significant financial support for the implementation of its digital transformation program. The country signed a partnership agreement on Tuesday, October 6, 2026. This agreement involves the Global Council for Investment and Business in Africa (CMIA) and Blue Cloud Softech. This partnership aims to accelerate the digitization of services and the rollout of the national “Technological New Deal.”

The funds are allocated to Program 8 of the “Technology New Deal,” known as “Senegal Digital Factory.” This project aims to foster the emergence of a national digital industry adapted to global technological developments. The Ministry of Telecommunications and Digital Technology intends to position Dakar at the heart of a regional ecosystem, bringing together various stakeholders to integrate high-quality digital innovations and services.

The secured funding amounts to 88 billion CFA francs, or 151 million U.S. dollars. These resources, obtained from technical and financial partners, will be used to deploy essential digital technology and infrastructure. They will help ensure increased connectivity throughout Senegal.

The Minister of Telecommunications and Digital Technology, Samba Diouf, intends to make the digital sector a driver of innovation for the Senegalese economy. The goal is to transform Senegal from an economy that imports and consumes technology into one that designs, assembles, develops, secures, produces, and exports it. Chandrashekar Mudraga, CEO of Blue Cloud Softech Solutions, believes that this “digital factory” will bring about a very significant digital transformation, making Senegal a major player in Africa.

The “Senegal Digital Factory” project also aims to regionalize connectivity, ensuring that the benefits of digital transformation reach all regions. Significant impacts are expected in strategic sectors such as healthcare, education, training, and entrepreneurship. Dr. Idrissa Doucouré, Executive President of the CMIA, viewed this agreement as a strategic opportunity to connect local, regional, and international ecosystems, attracting transformative investments and promoting the transfer of skills.
