Tether signed a memorandum of understanding with the Nairobi Securities Exchange to study digital asset education, tokenized securities and blockchain-based market systems in Kenya. The agreement, announced on July 28, does not launch a product or approve the use of Tether’s USDT stablecoin on the exchange. It sets out areas for research, training, tests, pilots and projects.

The partners plan training sessions and workshops for brokers and retail investors. The program will explain how digital assets could connect with capital markets. The NSE, which has a market value of about $26.4 billion, trades shares, bonds and derivatives for local and foreign investors. The exchange also wants to raise participation and bring more investors into the market.

Tether and the NSE will assess the use of Hadron, Tether’s asset-tokenization platform, to issue and trade digital versions of securities. The work may include fractional ownership, which could let investors buy smaller portions of assets and widen access for Kenyans living abroad. Tokenization could also give issuers another way to distribute securities and keep ownership records.

Another part of the agreement covers settlement and investor onboarding. Kenya’s stock market uses a T+3 cycle, meaning cash and securities change hands 3 business days after a trade. The partners will study instant settlement and digital checks for anti-money-laundering and customer identification rules. Faster settlement could reduce the cash and time tied up after trades.

They will also consider whether USDT could serve as a settlement layer where regulators permit it. Any rollout would require approval under Kenya’s capital-markets framework and its Virtual Asset Service Providers Act. NSE Chief Executive Officer Frank Mwiti said the work supports the exchange’s 2025-2029 plan to use technology, raise participation and expand access. Tether Chief Executive Officer Paolo Ardoino said the aim is to support institutional use of digital assets.

The agreement matters because it links a stock exchange with the company behind the largest dollar stablecoin, but it remains a study plan rather than a market launch. Tokenization can divide shares or bonds into smaller units, record ownership on a blockchain and allow trades to settle when payment is made. For investors, that could lower entry amounts, shorten waiting periods and make access from the diaspora easier. For brokers and issuers, it could cut processing work and open another distribution channel. The limits are as important as the promise. A token does not remove company risk, price risk or the need for custody and investor protection. Use of USDT would also raise questions about wallets, reserves, cyber controls, dollar exposure and how disputes are handled. Kenya has a Virtual Asset Service Providers Act and 2026 regulations, giving the project a legal path, but the Capital Markets Authority would still need to approve securities activity. The current T+3 system already settles cash through the central bank’s payment network, so a new model must show that it improves cost, speed and safety. The next signal will be a pilot with defined assets, users, rules and regulatory approval, not the MoU itself.
