TLDR

  • The BCEAO adopted a new directive on October 8, 2026, amending the rules governing electronic money.
  • The monthly balance and recharge limits have been doubled, reaching 4 million and 15 million CFA francs, respectively.
  • The reform, which takes effect on November 2, 2026, aims to strengthen liquidity and the security of funds while adapting the regulatory framework.

The Central Bank of West African States (BCEAO) adopted Instruction No. 020 on October 8, 2026. This new directive amends Directive No. 008-05-2015, which regulates the activities of electronic money issuers in the member states of the West African Monetary Union (WAMU). The reform aims to adapt the regulatory framework to current market dynamics. It will take effect on November 2, 2026.

The directive raises the limits on electronic money balances and reloads for customers. From now on, a customer may hold a maximum balance of 4 million CFA francs (approximately $6,900) with a single issuer, doubling the previous limit of 2 million CFA francs. The cumulative amount of monthly reloads has also been increased to 15 million CFA francs (approximately $25,900), up from 10 million CFA francs previously. These limits do not apply to electronic money distributors or acceptors operating on a professional basis.

Exceeding these limits is possible, subject to prior authorization from the Central Bank. Applications must specify the reasons for the exemption, its duration, the amounts involved, and the enhanced control measures planned by the applicant institution. The directive also regulates the investment of assets serving as collateral for electronic money, requiring that they be held in the form of demand deposits, time deposits, or certain authorized debt securities. At least 65% of the total amount of these assets must consist of demand deposits to ensure the availability of funds.

Through this revision, the BCEAO aims to adapt the regulatory framework to evolving uses of electronic money within the Union. The objective is to strengthen liquidity requirements and the security of funds entrusted to issuers. These decisions contribute to improved risk management for the financial institutions concerned.

The new directive specifically replaces Articles 31 and 34 of the 2015 text. It represents an ongoing effort by the BCEAO to modernize and secure the regional financial ecosystem. The institution seeks to support innovation and financial inclusion while ensuring the protection of electronic money users within the UMOA.

Key Takeaways

The BCEAO's decision to increase limits on electronic money transactions and holdings reflects the significant growth and increasing maturity of mobile money services within the West African Economic and Monetary Union (UMOA). Mobile money has become a crucial tool for financial inclusion, enabling millions of unbanked individuals to access financial services, conduct transactions, and participate in the formal economy. The previous limits, set in 2015, likely became restrictive as users’ needs evolved, with a growing demand for larger transactions for business purposes, remittances, or savings. By doubling the maximum balance to 4 million FCFA and increasing monthly reloads to 15 million FCFA, the central bank acknowledges this market evolution and aims to facilitate greater economic activity through digital channels. At the same time, the BCEAO is strengthening prudential requirements for electronic money issuers. The requirement that at least 65% of counterparty assets be held in immediately available demand deposits, along with specific rules for asset placement and valuation, underscores a dual objective. This approach balances fostering innovation and broader usage with ensuring the stability, liquidity, and security of funds entrusted to these issuers, thereby mitigating potential risks associated with larger sums circulating digitally. This regulatory adaptation is vital for maintaining confidence in the mobile money ecosystem and supporting its continued expansion as a cornerstone of the region’s financial landscape.
