- Union Dicon Salt Plc and three other firms are on a Delisting Watchlist, with Union Dicon facing a November 2026 deadline.
- The regulatory action aims to enforce market rules while protecting shareholder interests.
Union Dicon Salt Plc and three other firms face critical deadlines to complete business restructuring as the Nigerian Exchange Regulation Limited (NGX RegCo) monitors nine companies with outstanding listing compliance and restructuring issues. The October 23, 2026 X-Compliance Report identified four companies on the Delisting Watchlist and five others undergoing restructuring. Union Dicon was approved for placement on the watchlist on November 1, 2024, for a two-year period, with a November 2026 deadline for completing its restructuring and post-listing obligations.
NGX RegCo confirmed Union Dicon rectified its outstanding compliance deficiencies and now meets free-float requirements for Main Board listed companies. However, the company must still complete its broader business restructuring and fulfill outstanding post-listing obligations by November 2026. The Exchange clarified this deadline represents a regulatory review point, not automatic compulsory delisting. Failure to complete restructuring could lead to review by an appropriate committee and the board of NGX RegCo, potentially resulting in further regulatory action, including delisting proceedings.
The October 23, 2026 X-Compliance Report identifies four companies on the Delisting Watchlist: Union Dicon Salt Plc, Critical Minerals Financing Corp Plc, Multi-Trex Integrated Foods Plc, and Fortis Global Insurance Plc. Fortis Global Insurance Plc was approved for a three-year monitoring period on February 14, 2025, the longest among them. Five other companies are undergoing restructuring: FTN Cocoa Processors Plc, Thomas Wyatt Nigeria Plc, Austin Laz and Company Plc, Pharma-Deko Plc, and Premier Paints Plc, bringing the total under monitoring to nine.
The watchlist provides affected issuers an opportunity to resolve regulatory deficiencies; failure to comply may expose them to further regulatory action. Market operators have called for a balanced regulatory approach that enforces listing requirements while protecting shareholder interests. Mr. Charles Fakrogha, CEO of ECL Asset Management Limited, urged NGX to assess restructuring progress before deciding on further action. This approach aims to enforce market rules without unnecessarily exposing existing shareholders to difficulties exiting their investments.
Union Dicon's regulatory position evolved since March, when the company disclosed difficulties contacting Aims Limited, its 40 percent shareholder. The company has since taken steps to revive operations, including commissioning salt and pepper production facilities and securing NAFDAC approvals. Its new management recently commenced packaging operations for Dicon Salt and Dicon Hot Pepper. If restructuring remains incomplete by the deadline, the matter will be presented to the appropriate committee and the Board of NGX Regulation Limited for further deliberation, with any change in listing status communicated via its website.
